Found this afternoon on Penn Cove Road in Oak Harbor and now staying at our home until the shelter opens up in the morning.

We're thinking he's a neutered male cairn terrier. Very friendly, wearing a green collar (no ID) when found. Kind of pudgy, answers to Jack, well behaved. Hoping someone recognizes him, soonest.
