That sort of thing drives me nuts, too. I have no idea what that shelter was thinking letting a couple with a one-bedroom condo adopt a basset! Anyone who knows bassets will tell you they need lots of exercise and crave the pack. A solo basset will howl and become destructive.
I have to admit, he's certainly the cuyootness and very, very entertaining (high maintenance, too)!
Thankfully, our home is in an agricultural area so we can legally have four dogs - in town, we'd be limited to two.
