Let me get this tale straight.
A monkey washes up on shore dressed in a French officer's uniform. The town decides the monkey is a spy for Napolean (its an old story) and tries him in a court for espionage. The monkey refused to answer questions, so they presumed he was guilty and hung him as a spy.

And now they've found a piece of simian bone that proved this all happened?
So, my thought is this - Dubya was the judge that presided over the trial and was cursed in this life to resemble the spy he sentenced to death.
Who'll give me odds?
